Russia’s Expobank and gold mining company Highland Gold, as well as a number of industrial companies and three ships, are also affected by the new sanctions from the US and Canada. Moscow describes the West’s restrictive measures as illegal.
The US Treasury Department’s Office of Foreign Assets Control (OFAC) has imposed sanctions on Russian businessmen Ivan Tavrin and Vladislav Sviblov. Expobank and gold mining company Highland Gold Mining, owned by Swiblow, also fell under the sanctions. In total, the sanctions list includes more than 200 companies and 23 individuals from Russia, China, Pakistan, South Korea and Turkey.
The US sanctions list also included companies linked to Tawrin, including the Kismet Group. The sanctions also affected Fortiana Holdings Limited, a company affiliated with Swiblow.
In addition, the US Treasury Department imposed restrictions on Expobank, owned by Russian businessman Igor Kim. Expobank said that the credit institution was prepared for this decision, so the sanctions would not affect the bank’s work.

The Canadian authorities also announced the expansion of the sanctions list against Russia by another 30 people. According to a statement on the website of the Canadian Foreign Ministry, the restrictions will be imposed against people who “participated in the September 8-10, 2023 elections on the territory of the Kherson region illegally organized by the Kremlin.” At that time, elections for representatives of the legislative bodies and municipalities were held in the area. Among others, Tamerlan Zalikov, a member of the United Russia faction in the Kherson Regional Duma, was included in the lists.
